Current understanding

An HSE Assessment of Need is a separate legal process under the Disability Act 2005 that identifies disability-related health and service needs and can lead to an assessment report and service statement. It is not the same process as a clinical autism or ADHD diagnostic assessment. HSE guidance states that an Assessment of Need is not required to access health services, and children's disability guidance says a child can be referred without a diagnosis or Assessment of Need. A clinical diagnostic assessment asks a different question: whether diagnostic criteria are met and what formulation or further assessment is appropriate.
